Armor with two ratings uses the first value against most attacks, and the second against bullets. Multiple items do not stack (except with subdermal armor or magical armor)

Modifications

Armor can carry a number of modifications equal to its base armor value (eg. Leather jacket can have 1, Riot gear can have 3).
